   Search for "Settlers of Catan" on boardgamegeek.com. You will find plenty of strategy articles discussing this great game.

   Personally, it depends on your positioning which is most important. If you have a monopoly on a commodity, then cities are most important to continue to generate that commodity. For roads and settlements, it depends on alot of factors, but if your generating wood/brick then you will likely go for roads; if you are dabbling in many different commodities, then building alot of settlements will be easier.
